Tier I: Universal Interventions
Consists of high quality instruction in the student's regular classroom. Tier I meets the needs of approximately 80-90% of students.

Tier II: Target Interventions
Combines the high quality instruction in the classroom with an evidence-based intervention targeted to meet the specific needs of the students and may be provided in a small group setting. Tier II support is needed by approximately 10-15% of students.

Tier III: Intensive Interventions
More intensive in both frequency of the intervention sessions and a smaller group setting. Student performance data is collected and analyzed frequently to identify success and failures. Tier III represents a small population of students, approximately 3-5%.
